Drone recordings at the TU Darmstadt

General provisions for conducting flights with drones

Please read the information and requirements listed here carefully if you intend to carry out drone recordings at the TU. You will be asked to agree to the conditions via the form. You can also upload the evidence required for approval here.

1. Permits

All permits required in connection with the drone recordings must be obtained by the applicant comprehensively and on their own responsibility. If these contain conditions, terms of use and deadlines, these must be complied with and applied to this permit. Any costs shall be borne by the applicant.

2. Legal regulations

All relevant legal regulations for the use of drones must be observed (e.g. the Ordinance on the Regulation of the Operation of Unmanned Aircraft, Air Traffic Act, etc.). In particular, we draw the applicant's attention to the need to take out appropriate liability insurance, the identification obligation (e.g. by means of a drone license plate / an EU drone sticker), the proof of knowledge of the respective drone operator and the flight bans that must be observed.

3. Evidence to be submitted

Copies must be submitted to Unit IV B – Real Estate Contracts of TU Darmstadt when submitting the application or immediately after submitting the application (see upload field below)

a) Proof of insurance (e.g. liability insurance);
b) Proof of knowledge of the respective controller of the drone;
c) Permits, if required (e.g. individual permit from the Darmstadt Regional Council).
d) Technical data sheet of the drone used

4. Data protection

The following data protection regulations must be observed:
In principle, as few images of people as possible should be taken with a drone. The principle applies that what can be avoided must be avoided. People should be recognizable as little as possible.
The following must be observed when carrying out drone recordings in publicly accessible areas:

  • People should be recognizable as little as possible.
  • If it is a question of a photograph of the square, people can also be seen there.
  • A notice must be posted with the following information about the recording: Date, time, area, information that, among other things, people will also be recorded.
  • It is not necessary to obtain the consent of the people being filmed.
  • A reasonable level of information density is sufficient: 1 notice is too little, 100 notices are too much.

The following must be observed when carrying out drone recordings in non-public areas (the hurdles are higher here):

  • Images of people are generally not to be taken.
  • Only if it is not otherwise possible may photographs of people be taken. The consent of TU Darmstadt is mandatory for this. A corresponding application must be submitted in writing to Department IV B – Real Estate Contracts at TU Darmstadt.
  • If there is a choice between recordings with people and recordings without people, the recordings without people must be selected.
  • There must be clearly visible notices with the following information about the admission: Date, time, area, purpose, how the data will be used, designation of a contact person.

5. Period of validity of the permit

The duration of the authorization will be communicated in the confirmation email.

6. Liability

Use of the TU Darmstadt sites is at the user's own risk. The applicant is liable for any damage incurred in connection with the drone recordings. The applicant must notify TU Darmstadt, Department IV B – Real Estate Contracts, immediately of any damage incurred.

7. Consent to the processing of data

As part of the administration of the application, the data relating to the application will be stored on data carriers and processed in accordance with the applicable legal provisions.
